Abstract
This study analyzed responses and influencing factors related to mandatory soil test and fertilization prescriptions among 320 farmers and 581 local agricultural cooperative fertilizer officers nationwide. The analysis revealed that farmers showed a positive response to fertilization prescriptions when the effect on production was perceived as positive, when fertilization prescriptions were issued by private certification agencies, when they were medium-sized farmers cultivating between 1.65 ha and 3.3 ha, and when they used fertilizers they had previously experienced. For local agricultural cooperative officers, those aged 40-50, working in areas where facility agriculture is predominant, and when the fertilization prescription was issued by the cooperative and had a positive effect on production, there was a more favorable response to mandatory fertilization prescriptions. To meet these factors, it is necessary to utilize private agencies to collect long-term farming data and demonstrate positive effects of fertilization prescriptions on production scientifically and economically through data analaysis. Additionally, institutional support should be provided to compensate for any potential losses in yield or income. To achieve this, firstly, local agricultural cooperatives, which have played a bridging role between private sectors and public sectors and have collected farming data, could be utilized. Secondly, incentives could be considered for implementing fertilization prescriptions in conjunction with policies such as the Direct payment system.
