- Abstract
- The Framework Act on Carbon Neutrality and Green growth stipulates the transition to a zero-carbon society and green growth. This will lead to a great and revolutionary turnaround in industry. The use of fossil energy should be reduced step by step. Green technology and green industry should be fostered. Through this, national competitiveness can be strengthened. A transition to a green economy, an economy that pursues sustainable development, can be made. This inevitably has a great impact on the labor market.
The Framework Act on Carbon Neutrality and Green growth also expects damage from business conversion and structural unemployment. In order to prepare for this, regular surveys on the impact of employment status, re-education, re-employment, job change, and life support measures are mentioned.
This article examines the contents stipulated in the Framework Act on Carbon Neutrality and Green growth from a labor law perspective. In particular, we will focus on 'Just Transition' that is directly related to the labor sector. The problem is the nature of the law as a basic law and the abstraction of regulatory expression. It is unclear what specifically and realistically matters when a transition occurs in the actual industrial field. Among the current industrial sectors, the automobile industry is in the middle of a transition. This article examines the case of coal-fired power plants and the case of the automobile market as important examples.
