- Abstract
- Average annual working hours actually worked per worker in Korea is substantially longest among all the OECD member countries except Mexico. Reducing working hours effectively is main issue in the field of Korea industries. One of the ways is presented for reducing working hours is improving annual leave institutionally. For example, there are (i) how to ensure the annual leave universally, (ii) how to abolish the compensation allowance and (iii) how to establish the effective procedure for making worker use his/her annual leave easily and completely. It may be asked whether changing the annual leave system legislatively induces the reduction of working hours. Without changing culture of vacation and industrial circumstances fundamentally in Korea, only legislative improvement of the annual leave system will reach the limit and not work.
