선박 화재에서 해양경찰의 임무에 관한 고찰

Abstract

화재 선박이 부두나 항구에 접안하고 있으면 소방관이 출동하여 진화 작업을 진행하겠지만, 해양에서 발생한다면 선박 자체적으로 소화 작업을 하거나 인근 출동한 해양경찰 함정에 의존할 수밖에 없다. 해양경찰 함정은 해양 경비구역의 치안과 안전관리 및인명구조를 담당하고 있지만, 출동함정 1척이 담당하는 관할경비구역은 넓고, 관리해야할 선박은 많으며, 화재 사고처럼 긴급히 대응해야 하는 사고가 발생해도 화재 선박과의 거리나 해양 기상 등의 요인으로 소방처럼 신속하게 대응할 수 없는 여건이다. 또한화재 현장에 도착해도 해상탈출자와 선내·외 요구조자를 우선적으로 구조 후 진화 작업을 하다 보면, 선박 전체로 화재가 확산되어 전소되거나 침몰하는 사례가 많다. 연안 해역의 화재 사고는 소형어선들이 큰 비중을 차지하며 FRP 선체 특성상 화재가 매우 빠르게 확산하는데, 화재 진화를 위해 출동한 소형함정에는 제대로 된 소화 장비와 장구가 갖추어져 있지 않은 실정이다. 따라서 해상에서 화재 선박이 발생했을 때 출동한 해양경찰 함정에 어떤 소화 장비가 갖추어져 있는지 화재 선박 진화대응 방법의 문제점 고찰을 통해, 소화 장비와 설비 추가 보급 및 전문 교육훈련 등을 개선하여 신속한 해상 화재 진화 여건이 마련되어야 할 것이다.

Small fishing boats account for a large proportion of fire accidents in coastal waters, and due to the nature of the FRP hull, fire spreads very quickly, and small ships dispatched to extinguish the fire are not equipped with proper fire extinguishing equipment and equipment. Therefore, it is necessary to prepare conditions for rapid fire extinguishing at sea through improved fire extinguishing equipment, facilities, and professional education and training by considering the problems of how to respond to fire extinguishing the fire on a Coast Guard ship in the event of a fire ship at sea.
