문재인정부의 포용적 복지국가와 경로의존성

Abstract

본 연구의 목적은 문재인정부의 사회복지정책의 성과를 평가하는 것이다. 연구목표를 달성하기 위해 정부 문서와 통계청 자료 및 2차 자료를 이용한 문헌연구방법을 사용하였다. 포용적 복지국가를 선언한 문재인정부는 역대 정부들 중에서 공공사회복지지출을 가장 많이 한 정부이다. 그 결과 가처분소득 불평등도 지난 정부에 비해 감소했다. 의료보장 분야에서는 많은 비급여를 건강보험 급여화 하여 환자들의 재정적인 부담도줄어들었다. 사회서비스 분야에서는 전달체계를 개혁하여 공공성 강화를 시도하였다. 그러나 문재인정부의 사회복지정책의 성과는 기존 경로를 벗어나지 못 한 것으로 평가된다. 사회보장 분야에서 국가의 역할은 여전히 작고, 시장과 개인의 역할은 크게 남아있었다. 포용적 복지국가는 미국 같은 자유주의형 복지국가의 역할보다도 작았다. 문재인정부의 노력에도 불구하고 우리나라의 국가복지수준은 아직은 기능하는 복지국가로서는 역부족이라는 것이 본 연구의 함의이다.

The purpose of this study is to evaluate the performance of the Moon Jae-in administration's social welfare policy. In order to achieve the research objectives, a literature research method using government documents, data from the National Statistical Office, and secondary data was used. The Moon Jae-in administration, which declared an inclusive welfare state, was the government that spent the most public social expenditure among previous governments. As a result, disposable income inequality also decreased compared to the previous government. In the field of medical security, many uninsured medical benefits were converted into health insurance benefits, reducing the financial burden on patients. In the field of social services, the Moon Jae-in administration has tried to reform the delivery system to strengthen publicity. However, it is evaluated that the achievements of the Moon Jae-in administration's social welfare policy have not deviated from the existing path. The role of the state in social security remained small, but the role of the market and individuals remained large. The inclusive welfare state of the Moon Jae-in administration was smaller than the role of a liberal welfare state like the United States. The implication of this study is that despite the efforts of the Moon Jae-in administration, the level of state welfare in Korea is still insufficient for a functioning welfare state.
