건설 공기업 드론 활용을 위한 지침 개선 - 한국토지주택공사 사례를 중심으로

Abstract

항법 장비와 카메라 해상도가 크게 발전함에 따라 도시 지역의 비행 및 고해상도 측량이 가능해졌으며 이에 따라 건설 분야의 활용 가능성이 크게 증가하였다. 그러나 국내의 경우 드론이 영상 촬영 분야와 방제용으로 주로 사용되고 있어 건설 분야의 드론 활용이 저조한 실정이다. 또한 현재 여러 건설 관련 공기업에서 드론을 활용하고 있지만, 활용 분야는 주로 현황조사, 순찰, 외관 조사와 같은 단순 모니터링이 주를 이루며 실제적인 측량연계 활용은 매우 부족한 실정이다. 이에 본 연구에서는 건설 공기업의 드론 활용을 지원하기 위한 제도적 장치 마련과 단순 모니터링에서 나아가 드론을 이용한 실제적인 측량연계 활용이 가능하도록 공기업의 업무지침을 검토하고 개정사항을 도출하였다. 공사 업무에선제적으로 드론 플랫폼을 도입하고 있는 한국토지주택공사의 관련 업무지침 9종을 검토하였으며 총 26건의 개정사항을 도출하였다. 업무지침 개정의 근거가 되는 국토지리정보원의 관련 규정들과 한국건설기술연구원 건설공사 표준품셈등을 검토하고 해당 규정을 근거로 관련 법규 및 제도와 상이하거나 중요한 내용이 부재한 경우 개정사항을 도출하였다. 또한 지침 내 업무 중에서 드론 활용이 가능하다고 판단되는 경우를 찾아 드론 활용도 증대안을 제시하였다. 본 연구는향후 드론 활용을 위한 건설 관련 지침 개선 시 중점 개선사항에 대한 방향성을 제시하여 드론 비행 및 측량 조건의 객관화, 성과품의 품질관리, 대가 산정 및 지급, 드론 활용 방안 증대에 기여할 것으로 판단된다.

Significant advances in navigation equipment and camera resolution have enabled flight and high-resolutionsurveying in urban areas. Accordingly, the potential for application in the construction field has increased. However,in Korea, drones are mainly used for video shooting and pest control purposes, so the use of drones in the constructionfield is low. Several public construction corporations are currently using drones, but the application areas are mainlysimple monitoring, such as status surveys, patrols, and exterior surveys. Therefore, in this study, the work guidelinesof public construction corporations were reviewed and revised to enable the practical use of drone surveying andsystem preparation. Nine related work guidelines of Korea Land and Housing Corporation reviewed and derived atotal of 26 revisions. After reviewing the relevant regulations of the National Geographic Information Institute andthe construction standard estimating system of the Korea Institute of Civil Engineering and Building Technology,revisions were derived if the work guidelines had no important contents or were different from the relevant regulations. In addition, revisions to increase the use of drones were suggested by finding cases where it is possible to use dronesfor the tasks in the guidelines. This study is expected to contribute to the objectification of drone flight and surveyconditions, product quality control, cost estimation and payment, and increase of drone utilization by presentingdirections for key improvements when improving construction-related guidelines for the use of drones.
