- Abstract
- Advanced port state operates safety regulation. Korea prescribes safety in a comprehensive manner in occupational safety and health act, public order in open ports act, port act and ship safety act. However, detailed regulation that is applicable to practical field is not arranged because there is no concrete guideline and standard about safety in harbor loading and unloading.
Moreover, standard for safety of freight in port is inadequate. Safety management has been treated too lightly so far because investment in harbor has place emphasis on reinforcement despite the importance of port and increase in accidents in port. It is necessary to find a way to build frame for safety management of freight in port based on safety of freight in port because safety of freight in port is closely related to safety in harbor loading and unloading and handling of dangerous materials. In addition, it is necessary to enact and supplement legislation on safety which is relevant to port that considers special characteristics of port to arrange integrated and detailed standard.
This study presents a bill about ‘standard for safe work for freight management’ and ‘freight management safety instruction’ for ‘safety management of freight in port’ a part of ‘safety management of port logistics’ in enacting ‘act on port logistics safety and security’ which is being pushed ahead considering aforementioned situation.
