- Abstract
- Examined in this study are the functions of the Anchal-sa magistrates of the Goryeo dynasty period, in terms of military and legal functions. So far, the Anchal-sa magistrates were believed as entities whose functions exceeded that of ordinary monitoring and instead covered all kinds of military issues, legal procedures and the taxation process as well, involving diverse aspects of the government’s local administration. Yet such notion should be reexamined and verified.
In military terms the Anchal-sa magistrates, rather than leading the soldiers themselves, only surveyed the situation in war zones, reported to higher authorities, appeased the general population, and mobilized soldiers to be transferred to their commanding officers.
In the meantime, processing legal suits was one of the most primary functions of local officials, but in case there were frustrations over rulings or attention coming overdue, higher authorities had to intervene. At first the local Gye’su-gwan authorities were put in charge of all that, but when Anchal-sa units spreaded throughout the country, they took over some of those functions as well. Both parties offered each other assistance.
