- Abstract
- This study aims to gauge the applicability of autonomy‘s priciples to the process of community welfare planning with an emphasis on peoples who lack mental capacity, which means they have a need for a supported–decesion making in this article. In order to do this, first the present study established a framework and criteria for analyzing the contents of 4 community welfare plan. And then evaluated the level of autonomy with a selected indices. The fihdings revealed that social welfare service law, guidelines have the possibility of guiding the autonomy through using the term like dignity, happiness, self-determination, representation response, feedback. But any plans didn’t identify and meet the need of autonomy or for a suported decision-making, although the deliverative poll methods like FGI, reach-out presentation was used. To conclude, we can say that all the plans in analysis lack of the clarity and organization from the views of autonomy. Based on these results, we suggested a impoverishment strategy including the guidelines' upgrading, planner's obligation, community welfare organization and community's role respectively. This study was a first attempt to review and assess the community planning’s process and contents from autompmy’s perspectives.
