- Abstract
- 최근 정부출연연구기관(이하 출연(연))의 성과확산은 정체상태에 있어 이를 촉진하기 위한 혁신방안을 수립하는 것이 절실한 과제가 되었다. 혁신 방안 수립을 위하여 9명의 성과확산 분야의 전문가를 대상으로 4회에 걸친 FGI를 실시하였다. 그 결과, 출연(연)의 성과확산을 촉진하기 위한 개선방향을 전략기획, 프로세스, 조직 및 인프라, 네트워크, 투자 측면에서5개 추진전략과 12개 추진과제로 도출하였다. 추진전략은 다음과 같다. 첫째, 연구개발 관리체계에 출연(연) 내⋅외부의 성과확산 전문역량을 투입하여 IP의 품질을 제고한다. 둘째, 기업의 출연(연) 보유기술에 대한 접근성을 높여주고, 기술이전 리스크를 경감시킨다. 셋째, 출연(연) 내부의 창업역량을 보완하기 위해 외부의 창업가와 협력하는 방식을 도입한다. 넷째, 산업계 연계형 주요사업을 TLO로 하여금 운영하게 함으로써 TLO의 역량을 제고한다. 끝으로 중국의 기술시장을 대상으로 글로벌 사업화를 추진하고, 혁신매개조직과의 협업기반을 강화한다.
