Prevention Secondary Marine Accidents resulting from Engine Failure during Fishing Vessel Operation

초록

This study examines the prevalence and characteristics of engine failures in coastal fishing vessels, which represent the most frequent type of marine accident in such vessels, and proposes a preventive framework for enhancing vessel safety governance. Although e engine failures typically result in limited damage or human casualties, they pose a significant risk of secondary accidents, such as fires or flooding. Existing studies have predominantly focused on major accidents, such as collisions, sinkings, and capsizings. In contrast, this study addresses the often-overlooked types of secondary accidents associated with engine-related mechanical failures. To this end, marine accident statistics between 2005 and 2024 are analyzed, and the relevant literature is reviewd to identify limitations in the current reactive response system. On this basis, the study proposes technical, institutional, and policy measures, such as developing an engine monitoring system, introducing a self-inspection mobile application with mandatory reporting features, and strengthening self-maintenance practices via insurance-linked incentives. These proposals aim to contribute to the establishment of a proactive and sustainable marine safety governance system for fishing vessels.
