교도작업품 판매･유통체계의 구조적 한계와 정책적 개선방안

The purpose of this study is to analyze the sales activation of correctional work from the perspective of the balance between publicity and marketability, the execution capacity of correctional policies, and the structural limitations of the sales and distribution system, and to present policy improvement measures. To this end, the production and distribution structure of correctional work centered on Boramimall, sales performance trends, brand awareness, and organizational and manpower management status were comprehensively reviewed. As a result of the analysis, it was found that despite having a certain level of quality and price competitiveness, Correctional works are showing limitations in sales expansion due to structural limitations such as the absence of an integrated brand system, limited distribution channels, lack of marketing functions, and lack of professional manpower. In particular, Kyodo works have a structure that is difficult for consumers to recognize as a brand, which negatively affects the formation of awareness and trust. Accordingly, policy alternatives to revitalize the sale of prison work included AI-based advertising, integrated brand construction, short-term incentive strategies, release-linked human sales, platform and logistics-linked distribution systems, and metaverse-based product experience strategies. It was also emphasized that the operation of prison work should be designed within the scope of maintaining the balance between publicity and marketability because it presupposes the public purpose of resocialization and vocational training of prisoners rather than simply generating profits. This is expected to be used as basic policy data to simultaneously strengthen the sustainable operation of prison work and support for social rehabilitation of released persons.
