동해안 연근해 어선의 불법어업 유형 변화 분석 및 대응 방안 연구

초록

This study aims to analyze changes in the enforcement patterns of illegal fishing among coastal fishing vessels in the East Sea and propose corresponding countermeasures. This study used enforcement statistics from the East Sea Fisheries Management Service and the Korea Coast Guard, as well as vessel registration data from Statistics Korea, over the last decade (2015–2024), to calculate the illegal fishing cases per vessel index and quantitatively analyze structural changes in enforcement trends. In addition, differences in the proportion of violations per legal category were compared. The results show that violations of the Fisheries Act and the Fisheries Licensing Regulation have steadily decreased, while violations of the Fishing Vessel Act related to vessel safety have shown a clear upward trend. This indicates a shift in illegal fishing enforcement priorities,from focusing on resource overexploitation to ensuring vessel safety and seaworthiness. Consequently, this study proposes a multifaceted approach to the changing causes of illegal fishing from technological, institutional, and policy perspectives. Technologically, it emphasizes the use of advanced monitoring tools such as AI -based pattern analysis, drones, and satellite surveillance. Institutionally, it proposes increasing penalties under the Fishing Vessel Act and the Fisheries Resources Management Act as well as improving permit and inspection systems to prevent illegal vessel modifications. From a policy perspective, it highlights the requirement to develop region-specific enforcement plans and train experts in vessel equipment. These comprehensive countermeasures are expected to not only reduce illegal fishing but also contribute to the sustainable use of fisheries resources, improve vessel safety, and strengthen fisheries order in the East Sea.
