Local Governments’ Responses and Roles in the Closure of Coal-Fired Power Plants: International Case Studies and Implications from a Just Transition Pers

초록

This study explores the complex crisis of mass unemployment among non-regular workers and regional decline resulting from the phased closure of coal-fired power plants in Western Gyeongnam, South Korea, through the lens of a Just Transition. While precarious employment remains a long-standing structural issue in Korean society, policy interventions are still limited, and social consensus is insufficient. Critiquing the limitations of existing neoliberal and Marxist frameworks in addressing employment insecurity and policy practice, this study introduces a new analytical model based on procedural justice theory. It conducts a comparative analysis of energy transition cases in Germany, Canada, and Spain, moving beyond simple policy comparison to examine local government authority, participation, inclusion of non-regular workers, and funding mechanisms. The findings identify four key components for a just transition: strengthening local government capacity, ensuring worker participation, providing tailored job transition support, and promoting regional economic diversification. These insights offer empirical and institutional implications for designing context-specific transition policies in South Korea.
