An Analysis of the Impact of the Weapon System Component Localization Support Program on Participating Firms

The growth of Korea's defense industry and the expansion of weapon system exports has emphasized the importance of localizing core components previously imported from abroad. This study empirically investigates the impact of the "Weapon System Component Localization Development Support Program", administered by the Defense Acquisition Program Administration, on the performance of beneficiary firms. The program aims to develop domestically produced components that are equivalent to or better than imported alternatives by utilizing domestic technologies, manpower, and infrastructure. This analysis targets projects initiated in 2016 and completed by 2024. To assess the effectiveness of the policy, the study applies a combined method of Propensity Score Matching (PSM) and Difference-in-Differences (DID) to compare beneficiary and non-beneficiary firms. The results show that the program positively impacted financial performance, particularly in terms of total assets and R&D investment. These findings indicate that the program has contributed substantially to policy goals, such as fostering SMEs in the defense sector and stabilizing the domestic supply chain through localization. This study provides meaningful empirical evidence for future policy evaluation and improvement.
