지역소멸 대응 청년정책에 대한 인식 탐색: 진주시와 산청군 청년들의 인식을 중심으로

Exploring Perceptions of Youth Policy in Response to Regional Extinction: Focusing on Youth in Jinju and Sancheong

초록

As regional depopulation is becoming increasingly evident, youth policies have become key measures for supporting youth settlement in local communities. However, existing youth policies are structured as top-down initiatives led by the central government, resulting in a lack of regional relevance. Based on this concern, this study analyzed youth perceptions of youth policies aimed at addressing regional depopulation using the Q-methodology. The analysis, targeting youth in Jinju City and Sancheong County, Gyeongsangnam-do, revealed that their perceptions could be categorized into five types: “job quality-centered,” “community relationship-centered,” “living environment and infrastructure-centered,” “local economy-centered,” and “perceived quality of life and distrust of policy.” This suggests that youth policies need to move beyond a fragmented, job-centered approach and expand to a multidimensional approach that includes relationships, culture, and living environments. Accordingly, this study proposes that future youth policies should shift away from a top-down, supply-centered approach toward tailored policies that reflect the perceptions of the target audience.
