농촌지역개발사업 주민 간 갈등 양상에 관한 연구: 거창군 도시재생지원사업을 중심으로

This study presents an analytical framework to understand conflict patterns during resident participation in rural development projects by considering not only the project decision-making process but also pre-existing social relationships and potential conflicts among villagers. Based on an in-depth review of how rural community characteristics influence conflict occurrence, the framework was applied to the Geochang County Urban Regeneration Support Project to analyze the temporal dynamics and intensity of conflicts from the perspective of project managers. The results showed that conflicts could be classified into three patterns—escalation, maintenance, and compromise— according to their temporal flow and level of expression, and also confirmed the existence of “latent conflicts” that are not visible to external observers. In the case studies, Kimcheon displayed a convergent type where conflicts ultimately reached compromise, Daepyeong showed divergent and abandonment types where conflicts escalated to the extent that the project was discontinued, and Sangdong exhibited repeated avoidance until accumulated grievances erupted explosively. These findings suggest that conflicts in rural development projects arise not only during decision-making but are also influenced by long-standing latent tensions. In terms of practical implications, the proposed conflict pattern model can serve as a tool for identifying the timing and level of conflicts in rural development projects. It provides a basis for project managers to diagnose conflicts early and establish mediation strategies, while also laying the groundwork for quantitatively analyzing the relationship between conflict intensity and project outcomes.
