초록
This paper analyzes the discourse of “local extinction” (jibang somyeol) not as a demographic diagnosis but as an ideological formation that organizes crisis through displacement, condensation, and affective subjectivation. Drawing on discourse theory (Laclau & Mouffe), articulation (Hall), structures of feeling (Williams), and affective politics (Ahmed), the study reveals how this discourse naturalizes structural inequalities and mobilizes emotional governance. First, the term “extinction” displaces the state’s spatial failures onto localities and compresses structural crisis into moral competition, enacting a politics of catastrophe. Second, while youth are affectively interpellated as central agents, their subjectivities are bifurcated based on (im)mobility: some are moralized as “those who must stay,” others as “those who must return.” The paper critiques how this discursive formation fragments youth and reinforces neoliberal spatial orders, ultimately proposing a rethinking of catastrophe not as inevitable doom but as a moment of emancipatory rupture—a space for imagining alternative futures.
