This study analyzes the impact of awareness of the Fine Dust Seasonal Management System on willingness to bear environmental conservation costs and empirically examines how vehicle ownership patterns moderate this relationship. A multiple regression model incorporating interaction terms between policy awareness and vehicle ownership patterns was employed for the analysis. The results demonstrate that awareness of the Fine Dust Seasonal Management System has a significant positive effect on willingness to bear environmental conservation costs. However, this effect varies considerably according to vehicle ownership patterns. Among private vehicle owners, willingness to bear environmental conservation costs increased most steeply as policy awareness increased. In contrast, those with vehicles registered under others' names showed a relatively moderate increase, while the non-vehicle-owning group exhibited a negative relationship where higher awareness actually decreased cost-bearing willingness. These findings indicate that effective implementation of fine dust reduction policies requires not only enhanced policy awareness but also differentiated approaches that consider policy targets' vehicle ownership characteristics. This study contributes to expanding theoretical discussions on environmental policy acceptance and provides an evidence-based foundation for establishing effective communication strategies for fine dust policies.
