지방상수도 요금 현실화율의 결정요인 분석 -재난 예방적 재정 운영을 중심으로-

초록

Recently, water supply disasters in Korea have become more frequent and severe, increasing recovery and compensation costs and placing a growing financial burden on local governments. Unlike previous approaches focused on facility management, such as water supply network maintenance and restoration, this study examined the water tariff realization rate from a budgetary management perspective as a means to reduce local governments’ disaster-related financial burden while securing funds for prevention. Regression analysis was conducted with the water tariff realization rate as the dependent variable and related influencing factors as independent variables, showing a high explanatory power of 92.4%. The variables significantly associated with the realization rate were average unit price, total unit cost, fiscal independence, and regional economic level, measured by GRDP per capita. Average unit price and fiscal independence showed positive correlations, whereas total unit cost and regional economic level showed negative correlations, indicating the need for policy intervention that considers regional economic capacity. For sustainable water supply management and flexible fiscal responses to disasters, water tariff realization should be implemented gradually, with transparent fiscal management and upper and lower guidelines reflecting regional economic conditions so that local governments can establish appropriate response measures.
