초록

This study aims to propose customized vacant house management strategies tailored to different city sizes by analyzing the differences in expert perceptions regarding vacant house management and institutional im provement measures. To achieve this, we conducted a comparative analysis of domestic and international vacant house management systems and surveyed experts on vacant house issues across the country. The analysis revealed that in metropolitan areas, strengthening resident participation and owner awareness was considered crucial. There is a need for transparent disclosure of vacant house information and the establishment of platforms where residents can propose utilization plans. In large cities, systematic management of vacant house information and the expansion of private sector participation were deemed important; building and disclosing a vacant house database was suggested to promote involvement from companies and organizations. In small and medium-sized cities, the rapid demolition of deteriorated vacant houses and efficient management were emphasized, highlighting the necessity for clear criteria to distinguish between properties designated for demolition and those suitable for utilization through condition assessments. Differences in institutional measures for vacant house management were also observed based on city size. In metropolitan areas, the focus was on strengthening owner responsibility awareness. In large cities, enhancing incentive systems to encourage owner participation was considered important. In small and medium-sized cities, establishing clear criteria to differentiate between properties with utilization potential and those requiring demolition was recognized as essential.
