A Quality Control Gate Approach to Implementing the Specific Requirements of a Defense Quality Management System for Small and Medium-sized Enterprises

This study proposes a Quality Control Gate (QCG)-based approach to bridge the gap between formal certification and the practical implementation of the Defense Quality Management System (DQMS) for small and medium-sized enterprises (SMEs) in the defense sector. Although the aim of using a DQMS is to enhance product quality and competitiveness, many defense SMEs experience a gap between the original intent of the system and its actual implementation owing to limited resources and a lack of systematic quality management experience. While the focus is on the defense-specific additional requirements of Clause 8 of the DQMS, particularly Configuration Management (8.1.3.1–8.1.3.4) and Manufacturing Process Improvement (8.5.1.1), this study also analyzes the linkage between these requirements and the Quality Control Gates (QCG) operated by the Defense Agency for Technology and Quality (DTaQ) and prime contractors, as well as the evaluation stages of defense SMEs. The results reveal a close relationship between the additional requirements of Clause 8 and QCG, demonstrating that their integration enables the unified management of design, production, and quality activities during the development phase. This integration allows defense SMEs to establish preventive quality management systems. This study is significant because it proposes a practical and implementable quality management approach by integrating the DQMS requirements with a QCG evaluation system.
