As regional innovation-driven growth accelerates in Korea, this study aims to develop policy measures for fostering an entrepreneurial ecosystem that can enhance economic self-sufficiency in newly developed cities with weak industrial bases. Sejong City was selected as the case because, despite its rapid growth as the nation's administrative capital, it faces structural constraints arising from its limited industrial base, private R&D capacity, and investment resources. The study first assessed the current conditions of Sejong's entrepreneurial ecosystem and identified strategic directions through a SWOT analysis. It then analyzed the policy needs of startup firms using descriptive statistics and cross-tabulation based on survey responses from 162 of 299 startups established within the previous seven years. Based on the findings, five strategic directions and fifteen policy initiatives were proposed to strengthen the entrepreneurial ecosystem. In addition, policy implications are presented from the perspectives of policy paradigm and implementation system to support the effective execution of the proposed measures. This study contributes by providing a policy framework for entrepreneurial ecosystem development in a newly established metropolitan city with a weak industrial base, while also suggesting limitations and directions for future research.
