This study analyzes the types of breakage accidents of fishing gear that occur at sea, confirms the available methods and limitations that can be used, and derive improvement plans for the limitations of investigations using the analysis results. The causes of breakage of fishing gear during ship operation are diverse, and unlike land accidents, it is difficult to define a vessel because accidents that occur on the sea are clearly caused by CCTV or the absence of witnesses. The investigation proceeds by inferring the offender vessel by combining the fragmentary information of the perpetrator vessel obtained by analyzing the broken type of evidence and the vessel location information stored in the stored records of the VTS and the Coast Guard V-Pass system. Due to the absence of information, unclear time of accident, and loss of evidence over time, it was possible to confirm the limitations of the fishing gear damage accident investigation. As improvement measures that can reduce these accidents, first, reinforcement of the regular power regulation for ship location transmitters, second, improvement of fishing gear display, and third, tougher punishment for illegal movement and expansion of the fishing grounds were suggested as alternatives. It is hoped that the results of this study will recognize the need for research related to fishing gear damage incidents, and that the suggested improvement measures will be reflected in policies to reduce fishing gear damage accidents.
