지역 특성을 반영한 시·군 산림계획의 수립 방향과 개선 방안

This study addresses the absence of county-level forest planning that includes private forests. In response, the Korea Forest Service has implemented a pilot project since 2019 to establish integrated county-level forest plans encompassing national, public, and private forests. This study aims to analyze the implementation status and outcomes of these plans and to propose directions for improvement. Twenty-five county-level forest plans that have been established were analyzed to present guidelines for enhancing the effectiveness and completeness of future plans. The analysis revealed positive outcomes such as the reflection of current forest resource conditions, establishment of a foundation for public participation, and development of region-specific forest policies. However, several limitations were also identified, including the absence of a legal basis as a non-statutory plan, regional disparities in plan formulation and implementation, insufficient institutional foundations, and lack of governance structures. Based on these findings, this study proposes the objectives and eight fundamental principles for county-level forest planning, along with a stepwise guideline for plan formulation. The significance of this study lies in presenting institutional improvement directions for establishing an integrated regional forest management system that encompasses all forest ownership types while strengthening the linkage between higher- and lower-level plans.
