Moon Jae-in Administration’s Inclusive Welfare State and Path Dependence

초록

The purpose of this study is to evaluate the performance of the Moon Jae-in administration's social welfare policy. In order to achieve the research objectives, a literature research method using government documents, data from the National Statistical Office, and secondary data was used. The Moon Jae-in administration, which declared an inclusive welfare state, was the government that spent the most public social expenditure among previous governments. As a result, disposable income inequality also decreased compared to the previous government. In the field of medical security, many uninsured medical benefits were converted into health insurance benefits, reducing the financial burden on patients. In the field of social services, the Moon Jae-in administration has tried to reform the delivery system to strengthen publicity. However, it is evaluated that the achievements of the Moon Jae-in administration's social welfare policy have not deviated from the existing path. The role of the state in social security remained small, but the role of the market and individuals remained large. The inclusive welfare state of the Moon Jae-in administration was smaller than the role of a liberal welfare state like the United States. The implication of this study is that despite the efforts of the Moon Jae-in administration, the level of state welfare in Korea is still insufficient for a functioning welfare state.
