초록
In recent years, traditional markets and old downtown commercial districts in small and medium-sized cities in Korea have experienced a steady decline in competitiveness due to the suburbanization of large retail facilities, the expansion of e-commerce, and changes in consumer behavior. In response, local governments have implemented various revitalization policies to restore these commercial areas. This study quantitatively analyzes the economic feasibility of the Jinju Central Commercial Revitalization Project conducted from 2019 to 2024 and examines its policy implications by comparing the results with those of Jinju City and national averages. The analysis employs Net Present Value (NPV) and Benefit-Cost Ratio (B/C) as key evaluation indicators. To control for exogenous factors, the study applies a relative benefit adjustment method using commercial district analysis data from the “Small Business 365” system provided by the Small Enterprise and Market Service (SEMAS). After adjusting for external effects, the present value of total benefits is estimated at KRW 7.067 billion and total costs at KRW 3.875 billion, resulting in a B/C ratio of 1.82. These findings indicate that the project remains economically feasible even after accounting for exogenous factors. This study contributes by introducing a relative benefit adjustment approach to the evaluation of traditional market and old downtown revitalization projects and offers a practical framework for the quantitative assessment of similar policies.
