한국 원양어업사에서 나타난 주요 특징에 관한 연구 – 2000년 이후를 중심으로

초록

This study examines the major characteristics of Korean overseas fisheries that emerged after 2000. While extensive research exists on the 30-year boom period following the first voyage of the ‘Jinamho’ in 1957, limited attention has been given to developments since 2000. This research addresses this gap by analyzing five key characteristics of Korean overseas fisheries over the past two decades. First, in 2007, the “Overseas Fisheries Development Act” was enacted. This act paved the way for overseas fisheries to move beyond simple fishing activities and become a truly industrialized sector. This led to the establishment of a five-year 『Overseas Fisheries Industry Development Plan』, the establishment of the Korea Overseas Fisheries Association, and the elevation of overseas fisheries statistics to nationally approved statistics. Second, the experience of designating and releasing the IUU fishing served as an opportunity to reorganize it into a leading country in sustainable overseas fisheries activities. Third, in order to expand overseas fisheries areas that have narrowed since the declaration of EEZ by coastal countries, ocean resource research is being conducted to develop new overseas fisheries grounds and active fisheries cooperation with coastal countries. Fourth, the aging problem of Korean overseas fisheries boats is very serious, and it is acting as a major cause of fixing overseas fisheries as a avoided industry beyond the safety problems of fishing vessel crew. Fifth, the manpower shortage of national fishing vessel crew is also currently the biggest obstacle to the future of Korean overseas fisheries industry, so it is urgently necessary to find ways to foster and expand fishing vessel crew. Among the humanities and social studies related to fisheries, this study has a fundamental limitation in that various data could not be further referenced due to the recent lack of research on overseas fisheries history. However, among the vast history of overseas fisheries, an academic attempt that has been intensively considered at a specific time can be said to be a work that can contribute to the accumulation of research on fisheries industry. It is hoped that this study will serve as basic data to prepare a search for the development of Korean overseas fisheries.
