1960, 1970년대 서독의 학교제도 개혁 논쟁과 기민당: 진로탐색단계(Orientierungsstufe) 도입을 중심으로

Orientierungsstufe was created during West Germany's educational reform period to address the problems of early selection in German secondary schools and to help students explore diverse career paths. However, from the early to the mid-1970s, this reform agenda was at the center of a debate surrounding educational reform. Specifically, it was tied to the core issue of comprehensive schools (Gesamtschule). Although the Christian Democratic Party (CDU) and the Social Democratic Party (SPD) agreed on a basic framework for school reform, their conflicts persisted, failing to reach compromise. This paper examines Orientierungsstufe, which was considered an element of conflict in system reform at that time. In particular, this study describes why the system was considered part of the comprehensive school system and not welcomed by conservatives, the differences in the Orientierungsstufe pursued by the SPD and the CDU, and why some CDU regional chapters accepted this reform plan contrary to the party line.
