This study examines the structural characteristics of Korea’s spent layer meat export environment and the necessity of market diversification by integrating an analysis of domestic supply structures, poultry import market characteristics in major Southeast Asian countries, and country-specific import, quarantine, and non-tariff requirements. The results confirm that spent layer meat constitutes a continuous and predictable industrial output, supported by large-scale farm concentration and fixed slaughter patterns, rather than a temporary by-product of the laying-hen industry. Comparative analysis of Southeast Asian import markets indicates that Cambodia and Lao PDR function primarily as volume-oriented markets with relatively simple regulatory frameworks, serving as mechanisms for short-term supply absorption. In contrast, Indonesia and Malaysia impose stringent quarantine, halal, and non-tariff requirements, but form strategic markets characterized by higher import unit prices. These differentiated market roles highlight the structural limitations of a single-market export strategy and underscore the risks associated with excessive export concentration. Based on these findings, this study proposes a three-stage export diversification strategy consisting of: (i) initial export stabilization through volume-absorbing markets, (ii) the gradual accumulation of regulatory compliance capacity, and (iii) expansion into higher value-added markets. This phased approach provides an actionable framework for enhancing export stability and mitigating market risks, while offering policy and industrial implications for strengthening the medium- to long-term international competitiveness of Korea’s laying-hen industry
