초록

The three Baltic countries, located in the Russian name Pribaltika, have strong anti-Russian sentiment and push it as a policy, assimilating or evicting Russians, depriving them of their status, restricting their use in school education, and prohibiting their use in public activities. Pribaltika is a region where anti-Russian policies and sentiments are at their peak with special military operation in February 2022 after Russia's annexation of Crimea, as well as Zakavkaz’e, Pridnestrov’e, Zakarpat’e and Zaporozh’e of Ukraine, where special military operations are now underway. The three Baltic countries have strong anti-Russian sentiment and promote it as a policy, assimilating or expelling Russians, depriving them of their status, restricting their use in school education, and prohibiting their use in public activities. It started after independence, but it culminated in Russia's annexation of Crimea in 2014 and a special military operation in February 2022. In particular, the denial of their existence and the expulsion of the Russian language, which is the biggest fear for the Russian diaspora in the three Baltic countries, are clearly discriminated against in international law and human rights standards, but they are tolerated for Russia's defeat in the war and its full withdrawal from Ukraine, which the United States and the European Union aim to target together. Although the Russian government's response to the discrimination and suppression of the Russian diaspora, Russian language, and culture in the region is not clear at present, there is a clear possibility that the Russian Federation will take political, diplomatic, and military measures to protect Russians, Russian language, and culture. To prevent a second special military operation, the Russian Diaspora, Russian language, and culture must be recognized in Privaltica, and the Russian Federation must not use force or forced means.
