실용주의 철학과 행정학
Pragmatism and Public Administration
초록
이 논문에서는 실용주의 철학의 시대적 배경과 함께 주요 철학자들의 사상들을 정리·소개하고, 실용주의 철학 과 행정학의 중요 요소들을 제시하며 그것들을 하나의 과정으로 통합하여 실용주의적 행정학을 새롭게 정립하 였다. 실용주의는 미국의 개척 시대를 반영하는 미국 고유의 철학이다. 실용주의의 주요 철학자들로서는 고전 적 실용주의 학자로 알려진 Peirce, James, Dewey 등이며 이들의 사상은 실험주의, 실천과 효과, 반근본주의, 반형식주의, 상황주의, 일시적 지식관, 오류가능성, 탐구공동체, 다원주의, 참여민주주의로 요약된다. 1980년 대부터 행정학자들이 고전적 실용주의를 행정학에 도입하기 시작한 이래 실용주의 행정학 연구는 2000년대부 터는 활기를 띠었고 그 결과 많은 연구가 이루어졌다. 이 논문에서는 이들 연구로부터 시사를 받아 하나의 행 정과정(창조적 사고와 의사결정, 의사의 실행, 실행의 결과, 환류)을 설정하고, 그 과정에 실용주의 철학의 몇 가지 요소들(반근본주의에서부터 참여민주주의)을 결합하여 실용주의적 행정과정론을 제시했다. 이 실용주의 적 행정과정은 새롭고 다루기 어려운 문제를 푸는데 유용할 것으로 평가된다.

Pragmatism is a unique American philosophy that reflects the pioneering era. Peirce; James; and Dewey; known as classical pragmatists; are the main philosophers of pragmatism; and their ideas are summarized as experimentalism; pragmatic effect; anti-fundamentalism; anti-formalism; situationalism; temporary view of knowledge; fallibilism; inquiry community; pluralism; and participatory democracy. Public administration scholars began to introduce classical pragmatism into public administration in the 1980s; and the study of pragmatic public administration has been active since the 2000s; with the result that many studies have been conducted. Taking suggestions from these studies; this paper established an administrative process (creative thinking and decision-making; implementation of decision; results of implementation; feedback); and combined the above eight elements (from anti-fundamentalism to participatory democracy) of pragmatic philosophy to present a pragmatic public administrative process theory. This pragmatic public administrative process is evaluated to be useful in solving new and intractable problems.
