This study aims to analyze the structural limitations of the Government Subsidy Project Extension Evaluation System and to propose future directions for enhancing its effectiveness. It is distinguished from previous research by its specific examination of the inherent limitations and stage-specific problems of the phased evaluation approach introduced in 2025. The research findings indicate that the phased evaluation approach, introduced in 2025, has a limitation where more serious issues in subsequent stages (e.g., fraudulent receipt of subsidies) are overlooked if a project is judged for ‘abolition, consolidation, or reduction’ in an earlier stage. Furthermore, the unclear criteria for judging factors such as the necessity of policy support, the scope of beneficiaries, and the scale of improper subsidies leave significant room for arbitrary interpretation by evaluation committee members. Lastly, practical constraints that undermine the system's effectiveness were also identified, such as a rushed evaluation schedule designed to meet reporting deadlines for the National Assembly. Therefore, this study holds academic and policy significance by proposing concrete policy alternatives to overcome these limitations from three perspectives: 1) redesigning the current evaluation framework, including a transition to a ‘comprehensive evaluation’ system that mandates the completion of all evaluation stages; 2) strengthening performance management and feedback, such as by clearly distinguishing between quantitative and qualitative assessments; and 3) improving operational effectiveness through the rational adjustment of the evaluation schedule and the number of projects under review.
