Comparative Economic Impacts by Development Project Types According to Regional Industrial Structure Characteristics

초록

This study expands on previous research by shifting the focus from an intra-regional analysis to an inter-regional comparison of Jinju and Yangsan, examining how the economic impacts of development projects vary with local industrial structures. Using Regional Input-Output (RIO) tables reconstructed via the Simple Location Quotient (SLQ) method, the economic impacts of 'new development' and 'urban regeneration' projects were assessed for each city. The analysis reveals that in new development projects, Yangsan—with its strong manufacturing base—exhibited greater economic impacts across production, value-added, and employment. Its well-established local supply chains effectively absorbed large-scale construction investments, minimizing economic leakage and maximizing multiplier effects. By contrast, Jinju, with its service-centered economy, demonstrated higher efficiency in urban regeneration projects. The expenditure structure of these projects, focused on culture, welfare, and commercial revitalization, directly stimulated and leveraged the city’s existing service industry ecosystem. These findings confirm that project performance is not determined by the inherent superiority of a specific project model, but rather by the 'suitability'—the alignment between a project's expenditure structure and the local industrial ecosystem. Therefore, future regional development policies must shift from uniform models to tailored portfolio strategies that are aligned with each region’s unique industrial strengths and fiscal capacity.
