초록

As evidenced by the distribution of keywords, the core tenet of ethnic policy during the Xi Jinping era—which focuses on the formation of the “Community of the Chinese Nation” through “integration”—has completely dominated academic journals published by relevant research institutes and universities over the past decade. This trend provides academic backing for a policy realignment that shifts the previous focus on “economic development” toward the “integration of ideology and identity,” as part of the effort to achieve the so-called “Chinese Dream.” To this end, academic journals have not only featured active theoretical research on “Forging a Strong Sense of Community for the Chinese Nation” and its operational guideline, the “History of the Three Exchanges(Interaction, Exchange, and Integration),” but have also established various “special feature sections” to address these topics systematically. Furthermore, the issues of region and ethnicity, which were previously treated as significant research themes, are no longer limited to solving practical economic problems like “poverty alleviation” and “rural development” but are now strictly aligned with the overarching premise of “establishing identity.” Moreover, regional ethnic universities have been utilized as vanguard organizations to cultivate talent for implementing policy tasks, serving as the foundation of a system that directly links policy with educational sites—the so-called “Theory-Education-Region” nexus. Through the persistent efforts of the authorities, this policy discourse has come to completely dominate the academic sphere and is further proliferating throughout society. Therefore, it is necessary to diagnose the current situation through a deep understanding of this reinforced policy stance focused on integration and to deliberately consider our future responses.
