Phenomenological Analysis of the Sustainability of Local Collaborative Networks and Turnover Consideration among Intermediary Support Organization Employees

초록

This study aims to phenomenologically explore the experiences of workers in intermediary support organizations (ISOs) as they consider leaving their organizations. Unlike workers in for-profit firms, ISO employees occupy a mediating position between public administration and civil society, face ambiguity in authority and responsibility stemming from commissioned/entrusted relationships, and operate within project-based, time-limited employment structures. In particular, this study reframes ISO workers’ turnover consideration not as mere individual job dissatisfaction or psychological withdrawal, but as a process in which weakened trust, failed role coordination, and disrupted support within the Administration ISO Beneficiary collaboration network become internalized as personal lived experience. Five workers with at least one year of experience in ISOs operating Urban Regeneration, Rural Revitalization Plus, Community Development, and social service projects, all of whom had genuinely considered turnover, were recruited through purposeful sampling with criterion sampling. In-depth interview data were analyzed using Giorgi’s descriptive phenomenology. Six essential constituents emerged: (1) imbalance in the collaboration network as the trigger of turnover consideration, (2) intensification of negative affect through the rupture of trust and recognition, (3) withdrawal from the relational network and limited recovery efforts, (4) deliberation about turnover including the search for alternative networks, (5) concern about relational ripple effects of leaving the network, and (6) reframing turnover as self-development and reconfiguration of one’s relational network. Findings indicate that turnover consideration arises not merely from intra-organizational human resource problems but from the accumulation of imbalances in responsibility and authority, deficits in recognition and support, and erosion of relational trust within the collaboration network. On this basis, the study interprets ISO workers’ turnover consideration as connected to the sustainability of local-revitalization collaboration networks, and offers practical and policy implications for network-based governance reform.
