미중 관세 전쟁과 한국의 정책 과제

초록

This paper argues that the tariff policies of the Trump administration should not be understood solely from the perspective of trade policy. In order to fully grasp the nature of U.S. tariff measures and the U.S.-China tariff war, it is necessary to consider them not only as trade policy, but also in terms of domestic fiscal policy and policies aimed at attracting foreign capital investment into the United States. From this perspective, the paper examines the tariff policies of a potential second Trump administration and China’s corresponding strategies, as well as the international impact of the U.S.-China tariff war. The final section discusses policy challenges for South Korea. In particular, the paper highlights the complexity of the current tariff war and emphasizes that effective policy responses will require joint efforts at both the central and local government levels.
