Amid growing calls to enhance citizen participation for social integration, this study integrates social capital theory and creative class theory to examine the determinants of civic engagement. Using data from the 2024 Social Integration Survey conducted by the Korea Institute of Public Administration, we estimated generalized ordinal logistic regression models. The results show that creative‑class membership is associated with a significantly higher likelihood of voting, but it has no significant effect on other forms of participation. By contrast, among social‑capital factors, social trust and creative networks emerge as positive predictors across multiple participation types. These findings indicate that the creative class’s engagement is concentrated in specific modes—most notably electoral participation—while social capital plays a more consequential role in explaining participation across types. They also imply the need for policy efforts grounded in the strengthening of social capital to encourage civic participation across social strata.
