초록

The hermeneutic circle is a method of understanding the two by repeating a round trip between the parts of the original text and the whole. In this article, the primary purpose was to examine the theories of various scholars regarding the hermeneutic circle, and emphasized the importance of divination in the hermeneutic circle. Ast, Schleiermacher, Heidegger, Gadamer emphasized hermeneutic circle and importance of divination. On the other hand, divination can be better understood through Dewey's qualitative thinking. The hermeneutic circle has traditionally been used in philosophy, literature, biblical studies, legal studies, etc. as a way to interpret written originals, but today it is useful for the qualitative study of social sciences including public administration to interpret various documents and primary data.
