자원최적화 관점에서 본 폐교재산 활용의 가치전환모형: 경상남도 거창군 4개 사례의 전략 포트폴리오 분석

This study reconceptualizes the utilization of closed-school property as a problem of resource optimization for local idle assets and proposes a Closed-school Value Conversion Model (CVCM) to explain this process. The CVCM consists of four dimensions—resource conversion, value orientation, network governance, and sustainability mechanism—and is typologized through a 2×2 portfolio matrix with operational governance and value orientation as the two axes. Cross-case analysis was conducted on four cases of closed-school utilization in Geochang-gun, Gyeongsangnam-do, drawing on in-depth interviews, field observations, and operational documents. The analysis revealed that economically-oriented cases grow through differentiation and revenue diversification, whereas socially-oriented cases secure operational sustainability by concentrating resources on specific value domains. Community- or organization-affiliated operations tend to leverage administrative networks, while individually-operated cases rely more heavily on the operator's core resources. Based on these findings, the study identifies four types of closed-school utilization: the community revenue-linked type, the individual brand extension type, the individual mission preservation type, and the institution-linked program type. This study extends the intersection of local idle-asset research and regional entrepreneurship research, and offers practical implications for local governments and operators in designing type-specific strategies.
