A Study on the Marginal Abatement Cost and Optimal Management Plan for Low-carbon Agricultural Activities in Agricultural Land

초록

This study quantitatively estimated the marginal abatement cost (MAC) for greenhouse gas reduction in the agricultural sector and explored optimal management strategies based on this estimate. Eight key mitigation activities were selected based on the 2006 IPCC guidelines and data from major domestic and international countries, and the reduction amounts and costs were analyzed using a bottom-up approach. The analysis revealed that activities in the rice cultivation sector (such as mid-season drainage and autumn tillage) had the lowest marginal abatement costs. In particular, two weeks of mid-season drainage, at KRW 23,000 per ton, was significantly more economical than other activities such as soil carbon storage (KRW 464,000–1,247,000) or nitrous oxide (N O) reduction (KRW 3,134,000–214,710,000). A comparison with the existing government plan revealed that the improved plan, which applies the marginal abatement cost principle, increased greenhouse gas reductions by 21.7% and reduced total costs by 17.6% for the same area (480,000 ha). This suggests that the MAC curve is a valuable policy tool for efficiently achieving reduction targets even with limited budgets.
