초록

This study reviews major theories and prior research on ethical decision-making and seeks to derive implications for security policy decision-making by applying the Dual-Aspect Theory developed by the Germanmoral psychologist GeorgLind. Ethical decision-making is a critical factor inensuring the long-termsustainabilityof publicorganizations. Existing research on security policy decision-making has primarily focused on the personal traits and characteristics of senior decision-makers, aswell as the broader cultural, environmental, and theoretical contexts inwhich theyoperate, includingmacro-level frameworks suchas realism, idealism, andstructuralism. These approaches generally emphasize a single dominant factor in explaining policydecisions. Incontrast, ethical decision-making theoriesdrawupondiversephilosophical traditions, including deontology, utilitarianism, and virtue ethics. In particular, LawrenceKohlberg's Six-StageTheory ofMoral Development, JamesRest's Four-Component Model of Morality, and Georg Lind's Dual-Aspect Theory extend beyond approaches that rely solelyon a single normative standardby conceptualizingmorality through a hierarchical value structure and the ability toapplymoral principlesconsistentlyacrossconflictingsituations. Among theseapproaches, Lind's theoryprovidesacomprehensive framework by integrating cognitive and affective dimensions of morality and forms the theoretical foundationof theMoral CompetenceTest (MCT). TheMCTserves both as an educational instrument for promotingmoral competence and as an assessment tool formeasuringmoral judgment competence. This study applies the theoretical principles underlying the MCT to explore ethical decision-making in the context of security policy. The findings are expected to provide a theoretical foundation for applying this framework to future security policy decision-making processes and for developing ethics-based education programs for senior security policymakers.
