초록

The lack of settlement support and services for resettled refugees is not merely a result of administrative shortcomings or policy design failures, but rather reflects the international community’s two decades of emphasis on self-reliance in refugee policy. This study systematically analyzed 3,183 English-language scholarly publications on resettled refugees to reframe self-reliance beyond an individual task or achievement, highlighting its embeddedness in structural contexts where care and reciprocity intersect. Employing PageRank analysis, we visualized the semantic networks and core conceptual structures of refugee studies, while topic modeling and Bayesian network analysis were used to identify major themes and their conditional dependencies. A time-series analysis further revealed how research on resettled refugees has been reshaped by refugee crises and shifts in international policy. Findings indicate that refugee self-reliance is a multidimensional process that extends beyond economic independence to include health, family, care, and institutional conditions. Accordingly, social work interventions should shift from legal and administrative service coordination toward a case management–based platform that strengthens integrated service delivery, thereby reinforcing the policy foundations for the long-term integration of resettled refugees into host societies.
