공공영역 디지털전환의 개념 정립과 이론 적용: 정책 시사점을 중심으로

초록

This study addresses the conceptual confusion in public sector digital transformation by clarifying the distinctions among “digitization,” “digitalization,” and “digital transformation,” which are frequently used interchangeably. Drawing on Suddaby’s (2010) construct clarity framework, it defines digitization as the technical conversion of analog to digital formats, digitalization as the use of digital technologies to enhance work processes, and digital transformation as a profound reorganization of structure, culture, and strategy to generate new public value. The paper further reviews key theories across individual (e.g., Technology Acceptance Model), organizational (e.g., maturity models), and societal levels (e.g., Diffusion of Innovations), examining their applicability within the unique public administration context of publicness and accountability. By establishing precise definitions and a multi-level theoretical foundation, the study offers meaningful academic contributions and practical implications, enabling clearer future research and the design of targeted, stage-specific policies for each phase of the transformation process.
