문화를 통한 메가시티 설계와 지역발전에 관한 연구: 몽펠리에 메트로폴(Métropole de Montpellier) 사례 중심
초록
This study examines how metropolitan cultural policies in France contribute to regional development and the improvement of citizens’ quality of life, focusing on the institutional framework of the Metropole and the case of Montpellier Metropole. By analyzing the Montpellier case, the study explores how culture functions as a mediating force in intercity cooperation, regional solidarity, and metropolitan governance. Since the 2010s, France has institutionalized inter-municipal governance through the MAPTAM Law and the NOTRe Law, yet challenges such as overlapping authorities, regional disparities, and weakened representation of communes have emerged. In response, the French government has promoted the concept of a “solidary metropolis (Metropole solidaire)”, shifting its policy orientation from economic growth toward cultural and social inclusion. Montpellier Mediterranee Metropole demonstrates how culture can operate as a key instrument of regional cohesion and identity through initiatives such as the establishment of Public Establishment for Cultural Cooperation (EPCC), the decentralization of cultural infrastructure, and the development of local cultural networks. The study argues that culture serves as a strategic resource that fosters social integration and sustainable regional development beyond administrative unification, offering important insights for designing Korea’s megacity policies through a cultural governance perspective.
