조례를 통한 민주시민교육의 제도화 - 정치적 배경, 전개 양상, 주요 쟁점

초록
This study focuses on the institutionalization of democratic citizenship education through local ordinances and the conflicts that arose during this process. It aims to explore the political background of ordinance enactment, analyzing its development patterns and major points of contention. In the absence of national-level legislation for democratic citizenship education, efforts to institutionalize it have rapidly expanded at the local government level since the mid-2010s. However, in many regions, these ordinances were enacted amidst significant political conflicts. The study examines the process and current status of ordinance enactment within the context of local politics, utilizing local council minutes to identify how actively discussions occurred regionally and what the key issues were. Additionally, Ulsan is used as a case study to provide an in-depth examination of the conflicts and debates in the process of institutionalizing democratic citizenship education through ordinances. The key findings are as follows: First, the trends of ordinance enactment and repeal are closely related to the shifting political landscape within each local council. Second, the conflicts and debates surrounding ordinances related to democratic citizenship education vary significantly by region, with the highest levels observed in the southeastern region. Third, opposition to ordinance enactment is primarily based on concerns about political bias in education and skepticism regarding the necessity of the ordinances
