공공기관 경영평가지표가 평가등급에 미치는 영향: 재무지표와 비재무지표의 비교 분석

Public institutions in Korea are entrusted with the dual responsibility of achieving both profitability and public interest. Accordingly, performance evaluation systems must reflect a balanced consideration of both financial and non-financial performances. This study empirically investigates the factors influencing the performance evaluation ratings of public institutions, focusing on the relationship between evaluation grades and both financial indicators and ESG (Environmental, Social, and Governance)-based non-financial indicators. Samples for this study consist of 131 public institutions are selected from 243 institutions those conducted goverment performance evaluation from 2019 to 2022, also after excluding missing data and analyzed by using multiple regression as the main methodology. The dependent variable was the ordinalized performance evaluation grade (ranging from S to E), and independent variables are consisted of financial indicators-profitability, efficiency, stability, growth rate of each institution –as well as quantitative ESG indicators- green product purchases, energy usage, the purchase ratio of products made by persons with disabilities, and innovative procurement ratios. The results show that key financial indicators—particularly profitability and stability—have a significant positive impact on evaluation ratings, whereas most non-financial indicators show weak statistical significance or contradict the expected direction. Notably, the purchase ratio of products made by persons with disabilities was found to be negatively associated with evaluation performances. This study suggests that certain social responsibility indicators may not function along with their intended policy goals within the current evaluation system. The findings highlight the need to improve how ESG factors are integrated into the performance evaluation framework of public institutions, which remains predominantly financial in orientation.
