How Has Poverty Been Rendered Invisible in Korean Society in the 2010s? - From Difficulty of Measurement to the Weakening of Cultural Representation -

초록

In Korean society during the 2010s, poverty was a pervasive social issue experienced by a significant portion of the population. However, it gradually became marginalized as a subject of social concern, cultural topic, and political agenda. This paper explores how poverty was rendered invisible during the 2010s by analyzing the following four factors. First, the invisibility of poverty itself. While poverty signifies a state of lacking necessary resources for living, this condition may not be overtly visible. Government poverty statistics, due to limitations in data collection and analysis methods, leave blind spots in poverty policy. Second, the fragmentation of poverty. As regions where impoverished individuals lived together disappeared, poverty has become dispersed and fragmented. Third, the weakening of cultural representation of poverty. Since the 1990s, poverty literature has been in decline, and in the 2010s, narratives of the affluent overwhelmingly overshadowed the realities of the impoverished. Fourth, the disempowerment and under-politicization of poverty. Amid the rise of meritocracy in the 2010s, the gap between equality and fairness deepened. Consequently, the impoverished struggled to articulate their interests as public interests.
