가해자-피해자 면식 비율에 따른 스토킹 피해자 지원기관의 경찰 협력 인식: 폭력피해 동반 비율의 조절효과

초록

Stalking has increasingly been recognized as a serious crime that goes beyond mere harassment, leading to ongoing psychological threats and physical harm. Consequently, close cooperation between the police and victim support agencies has emerged as a crucial element in protecting victims. This study empirically examined how the level of police cooperation perceived by stalking victim support agencies differs according to the proportion of acquaintance-based cases they handle, and whether the rate of accompanying violent victimization functions as a moderating variable in this relationship. An online survey was conducted with 91 victim support agencies nationwide, including domestic violence counseling centers, sexual violence counseling centers, and integrated counseling centers. Key variables measured included case characteristics, perceived police cooperation, offender–victim acquaintance ratio, and the rate of accompanying violence. The analysis showed that higher acquaintance ratios were associated with stronger perceptions of active police cooperation in victim protection, a trend particularly evident in stalking-only cases. In contrast, when violent victimization accompanied stalking, the acquaintance ratio did not significantly affect perceptions of police cooperation, suggesting that case complexity plays an important moderating role in shaping collaborative efforts for victim protection. These findings indicate that responses to stalking should not rely solely on the relational characteristics between offender and victim, but should also take into account the structural complexity of cases, such as the occurrence of violence. Accordingly, differentiating responses based on case characteristics and strengthening organic collaboration between the police and victim support agencies are essential to prevent gaps in victim protection.
