학대예방경찰관(APO)의 모니터링 업무 경험에 관한 현상학적 연구

초록

This study is a qualitative research applying Colaizzi's phenomenological analysis method to deeply explore the experiences and meanings of monitoring tasks by anti-abuse police officers (APOs). Recently, the police have been actively responding to relational crimes such as domestic violence and dating violence, which are highly repetitive and concealed. As a result, the role of abuse prevention police officers has expanded beyond simple case handling to include monitoring tasks for ensuring victim safety and preventing recurrence. In this study, in-depth interviews were conducted with APOs responsible for monitoring tasks in police practice. Through Colaizzi's analysis procedure, a total of 8 categories, 18 theme clusters, and 38 themes were derived. The main categories include the scope of victim protection tasks, the difficulties of intervention according to victim characteristics, the realities and limitations of offender monitoring, the burden of collaboration within and outside the organization, the side effects of organizational culture, the ambiguity of tasks and roles, personal impacts of tasks, and the need for improvements in education, technology, and systems. These results show that the monitoring tasks of APOs are not simple administrative processes but complex and specialized tasks requiring advanced psychological judgment, interpersonal skills, and legal interpretation capabilities. Therefore, it is suggested that there is a need for expanded education reflecting practical characteristics, system optimization, and the establishment of institutional support systems at the organizational level to alleviate psychological burnout. This study is significant in that it provides field-oriented basic data to enhance the effectiveness of victim protection policies by structuring the practical experiences of APOs.
